Its doing what it says ... moving the Tx freq (A) in your pic to the Rx (B).  So if you clicked on that down arrow, it moves the 2335 DOWN to the Rx.   If you clicked on the up arrow it would move the 1317 Rx freq (B) UP to the Tx (A).

When moving from A to B – the arrow should point from A to B.  My arrows are apparently opposite (see attached photo). Set RX frequency to TX frequency on my version ( rc5 737d2f) is the right hand button – and the arrow points down (towards the RX frequency). Have I missed something here?

I'm not sure what you're saying, are you talking about V5?.    The arrow to move the RX freq to TX points up (away) from the RX to the TX, and vice versa.   How is that confusing?   Most people love that change.
