That should depend on what you have selected....sounds like you have Tune
selected but not Transmit.

If Tune is enabled and the PWR slider adjusted, the slider return to its
initial setting when TUNE is disabled. If the slider is adjusted while TX is
enable and transmitting the slider will retain is final position when TX stops
or TX is halted.
