Those files haven't been used in quite a while.
And with the development source not available anymore it's impossible to keep
up with recent changes.
So you're left with using the main hamlib git repository if you want to keep
up-to-date.
I just changed my git location to refer to there instead of Bill's repository.

If this patch is included in your (so also the main) trunk, I could just
replace the hamlib parts andhave a testbuild with 9700 support.
