I'm not sure if this is expected in this manner. I think, when trying
to save, restore or merge to the whole list, the action should be
possible from the header line.

Hi Claude,
I am making some improvements to the contextual pop up menu and
selection behaviour for the frequency table right now, I will have a go
at making the anomalies you describe more intuitive. Thanks for the
issue report.
