My original post said "Wide Graph has always been frozen during TX for JT-65, 
JT-9, and JT65.  It's been that way since the earliest versions of WSJT-X, but 
why?"

In my reply I used the term "progress" to refer to the vertical motion, or lack 
of vertical motion, of the Wide Graph waterfall presentation.  I regret that 
the term "progress" was confusing.  I'll go back to using the term "frozen".

Waterfall and spectrum of WSJT-X Wide Graph are frozen during TX because the 
designer(s) of the application chose that they should be frozen.   The freezing 
of Wide Graph has nothing to do with the rig TX/RX state.  Wide graph is frozen 
when WSJT-X transitions from RX to TX even if no rig is connected or powered on.

The designer(s) of fldigi did not chose to disable the waterfall display during 
TX and it can serve as a useful TX monitor.  I sometimes run fldigi with WSJT-X 
so I have a visual TX monitor.

So back to my original question - Why does WSJT-X freeze Wide Graph during TX?

No, you are mistaken.  Wide Graph progress has nothing to do with signal 
reception.  Secondly, my TS-590S provides feedback of the audio modulation.  It 
is not based on RF.  Some rigs, e.g some Flex, do provide TX monitoring at the 
RF level.  However, it doesn't matter how the rig implements TX monitoring.  
The fact remains that many rigs do provide the ability to monitor the TX signal 
while transmitting and this signal can usually be provided on the same audio 
channel that provides WSJT-X the audio signal while receiving.
