Well…COM11 and 12 are in Device Manager and they go away when the cable to the 
9700 is unplugged and return when it’s plugged in. But in checking their 
properties, the Information window of the Events tab says
Device USB\VID_10C4&PID_EA60\IC-9700_12005130_B requires further installation.
Gobbledygook to me. But I guess I’ll uninstall and reinstall the ICOM drivers, 
hook up the radio and try again. Why they were once fine and now aren’t is a 
mystery known only to W10.

That error suggests COM11 is no longer available - if using windows double 
check the device manager to make sure COM11 still exists. Double check it is 
not being used by any other applications.  If using another OS I can't help 
with method of checking com port existence.
