See User Guide section 7.5. Nonstandard Callsigns. 
“Except for the special cases involving /P or /R used in VHF contesting, WSJT-X 
2.5 offers no support for two nonstandard callsigns to work each other.“

So it is by design. Unfortunately we don’t have enough bits available for that 
purpose in the current message fields. Some operators have used free text and 
somehow shorted callsigns to exchange enough information to indicate a 
successful QSO. E.g. dropping out “ZS1/” and “/MM” in some messages or such use 
those, hi! But it is manual way of making a FT8 QSO and both operators need to 
know what to send!
