Jim, In defence of the WSJT team this is not there idea and has not been pursued by them. The origin of the discussion has come from within the IARU band planning sub-committees reviewing data segment global harmonisation opportunities.
To be clear: 1) today the JA amateurs are already using 7041-7044kHz for domestic JA to JA amateur FT8 communications - often at what appears to be quite low power 2) The implication is that 3kHz of the 40m data subband below 7060KHz is already occupied with this activity 3) JA amateurs can not communicate with other JA amateurs on data modes above 7045kHz (a quirk of their radio regulations) 4) As part of seeking to harmonise the 40m band plan globally, and noting the JA regulatory restrictions, IARU is considering a proposal to have the JA to JA domestic FT8 traffic move into 7037-7040kHz - just below the 7040-7040.2kHz WSPR band. That segment is still within the JA domestic 7030-7045kHz data mode sub-band. 5) It would be a relocation - not a consumption of a further 3kHz. As the 3kHz between 7041-7044 has already been actively used for over 2 years now, the loss of 3kHz has already occurred. The material net impact on CW operation therefore is ZERO as 7041-7044 is proposed to simply move to 7037-7040kHz. CW activity of course has full access to the data sub-band as well and so the relocation can be viewed as a bilateral swap between CW and JA domestic FT8 users. Further, this would remain a JA domestic only use of the band - and so the chance of it being widely heard outside of Region 3 and perhaps western region 2 is pretty small. 6) None of this proposal impacts in any way the use of 7074-7080kHz at this time. There are other proposals being considered for that segment considering how to rearrange the band to provide more space for FT8 while not impacting other user groups excessively - but they are separate (mostly) from the initial moves for the JA domestic only traffic FT8 frequency. Hopefully this clarifies the current state of play? Feedback on this is of course most welcomed by IARU.
