There was a problem with muting that should be fixed in the latest hamlib.But
I'm not sure this is related to what you're describing with rigctld.

Not using flrig, but have had this issue with TS-590SG and FT-859D.
All started when version 2.5.x came. Os is Fedora 35. I can get
signal out just using RIG as TS-590SG and FT-859, but If I choose RIG as
Hamlib Net rigctl, Signal is muted.
I don't know if it has something to do ALSA/PIPEWIRE, but something
dramatic happened, when 2.5.x version came..
