It is not a mystery, but misuse of non-standard callsign! Somebody using a non-standard callsign such as OH31MA does not know that he needs to send for a QSO a message that contains the whole callsign. In this case it needs to be Tx1 i.e. ZP4KFX OH31MA
There cannot be a locator as the non-standard callsign uses additional bit that are normally used for the locator.
