Do you mean it doesn't work if you append the port 4992 too?

Localhost (127.0.0.1) is not a valid ip address for a radio and port 4992 is
not serviced by either SSDR or SSDR CAT on the PC.
Radio ip address:4992 or radiohostname:4992 does work.
