Which signal meter are you referring to? The IC706 or FLRig's?
Check the RF gain on FLRig. Should be the 2nd slider from the top.

I was able to get my Linux Mint -> Digirig -> Icom 706 MkIIG working perfectly
with WSJTX, however, I can't for the life of me get it fully working w/ Flrig.
In Flrig, frequency control is working, Tx is going on (and even off) w/ the
PTT button, but now I'm noticing the signal meter has nothing on it, like
somehow it's not hearing signal. (using Flrig 2.0.0.4)
This might not even be apples-to-apples or politically possible, but it would
be cool if WSJT-X could expose a settings file, and Flrig could read it, fire
up, and just work.
