there is the following code in rampart's SymmetricBindingBuilder:
refList = dkEncr.encryptForExternalRef(null, encrParts);
RampartUtil.insertSiblingAfter(rmd,
encrDKTokenElem,
refList);
This fails with NPE though, because internally, encryptForExternalRef calls
doEncryption(..) which tries to access the "envelope" instance which is always
null (except if build is not invoked before that). Envelope must be checked ,
and if null, set to the instance obtained from "doc".
