Missing NOTICE file in WSS4J release

WSS4J 1.5.3 includes code which is Copyright University of Southampton IT
Innovation Centre.
This is recorded (correctly) in the NOTICE file in subversion (added Thu Feb 16
13:29:33 2006 UTC):

However, the NOTICE file does not appear in the release archive (dated
02-Sep-2007):
http://mirror.fubra.com/ftp.apache.org/ws/wss4j/1_5_3/wss4j-src-1.5.3.zip
The NOTICE file needs to be included in the release archive (see
http://www.apache.org/legal/src-headers.html). Thank you.
