Make WSS4J compliant with X.509 1.1 specification

As reported by Mayank Mishra to the wss4j-dev list on February 29th, WSS4J
erroneously uses a ValueType of X509v3 in the Token Reference when in fact an
X509v1 certificate is used.
Attached is a patch for this issue. In addition this patch contains a test
which verifies that WSS4J is compliant with the X509 1.1 specification, namely:
1) That X.509V1 certificates are supported
2) That only X.509V3 certificates can be used with SKI.
