Base64 always encodes arbitrary binary data in a small set of the ASCII character set. AFAIK Base64 does not encode binary data using the EBCDIC charater set. Maybe you need to look for a specific Z/OS Base64 implementation. According to RFC 4648: Base64 uses a 65-character subset of US-ASCII.
