webtools.common Committers, Carl Anderson has expired the commit rights for Gary Karasiuk (gkarasiu). The reason for this change is:
Gary has been inactive for over nine months. He has done great work for WTP over the years, improving performance and evolving the Validation framework. As such, I am nominating him for Committer Emeritus status.
