Confirmed that it's the capabilities issue. 

After applied Shane's suggestion, I am able to create dynamic web 
projects/servlets. I will update the smoke test result page.

Is this problem really a blocker for M2? 

I need a go/no-go decision from leads and PMC, please. Today is +2 day for 
the M2 build. 

Also, should we bring the capabilities [1] back?

perspectives are now hidden by default. You should see a show all button 
at the bottom of the new project wizard and there's another show all on 
the open perspective dialog. After creating a project or opening the Java

Can you provide more details about the failure? What someone else could do 
to reproduce it, how you installed WTP, which Eclipse platform/SDK/JEE 
bundle you used (and version), what JDK you're using, etc. ? 

Better yet, can you report a bugzilla with these details and link to it 
from on this thread?
