Confirmed that it's the capabilities issue. After applied Shane's suggestion, I am able to create dynamic web projects/servlets. I will update the smoke test result page.

The WTP projects, preferences, perspectives are now hidden by default. You should see a show all button at the bottom of the new project wizard and there's another show all on the open perspective dialog. After creating a project or opening the Java EE perspective all WTP UI contributions will become visible.
