You might also try running ruby with the -Ku option( i.e. ruby -Ku mytest.rb), if you run ruby --help you'll see it listed as an option to ruby for running Kanji code-set.

  Sorry I couldn't be of more help, I only briefly took a look at some information on it a while back thinking I might have to use it as well, but haven't had to yet. You might try searching through and/or posting on the comp.lang.ruby newsgroup. I'd be interested to hear what you find if you can figure it out.
