So a couple of things.  You might first consider the advice of the good ftools folks "...consider using FileUtils as it is more comprehensive"

and fileutils is included in the standard Windows distro, i.e.:

irb(main):005:0* require 'fileutils'
=> true
irb(main):006:0> mkdir('bar')
NoMethodError: undefined method `mkdir' for main:Object
        from (irb):6
irb(main):007:0> FileUtils.mkdir('bar')
=> ["bar"]
irb(main):008:0>

You can do a lot with FileUtils (like copying), hopefully what you need to do is on this list:
