The HTML 4.01 spec alludes to this being
possibility with thead/tfoot, but I've not seen it implemented
(somebody probably has managed it, somewhere, maybe with CSS? Well,

In Camino 2007050909  and Firefox/2.0.0.1 (Screenshot in Camino)
* Overflow is working vertically, but buggy horizontally.
* when there are CSS borders, first table the lines don't move (1st example)
* tfoot is buggy

In Safari, it failed completely.

I have not tested in Opera and IE.
