I'm a little puzzled here... I haven't been active in W3C process for a while,
but I understood that consensus calls were supposed to be checkable after the
event. And I didn't realize there was a formal publication process required to
create a stable copy of an editor's draft.
If the approach you are following is considered normal W3C process (I find the
process document isn't clear on this), then I will withdraw my objection, on the
basis of your assurance that the given stable link will work and will reflect
the current document.
(But my preference would be (a) to publish a stable document with a working
"This version" link, then (b) to make a call for consensus that it be last-called.)

The dated link is NOT stable since we are in the process of preparing
the documents to be published. The link you quote will be the stable
URI of the eventual Last Call document IF the poll is successful. The
Last Call decision poll is only planned to last for one week and we were
not expecting that we would need to publish the candidate documents with
stable URIs just for the poll.
As I suggested to Roy Fielding [1] if your vote on the decision poll
requires that you reference material in the Editor’s drafts that are
referenced in the poll I suggest that you reference the material by
Section number.
Please let me know if you require any further information or explanation
on this matter.
