1. french guillemets are not " or ' but « and » 2. I could not find any official typographic rule for them in vertical french; I could not find examples of them in vertical writing in french; they even seem "not recommended" in vertical french 3. the National Print says Asian scripts may use them in vertical writings but in that case they're rotated for "aesthetic reasons" Hope that helps. </Daniel>
