[XHTMLMOD] is not cited normatively, but this definition, which
is integral to the spec, depends on it:

"The role attribute takes as its value one or more white-space separated
QNames."

I suggest you either cite [XHTMLMOD] normatively or perhaps use
http://www.w3.org/TR/xmlschema-2/#QName directly and cite
it normatively.
