This is standard W3C boiler plate. The CURIE spec is the definitive
resource for the definition of a CURIE. This boiler plate really
applies to the future where, in some cases, some W3C documents have been
merged with others or had their short names changed or what-have-you.
We do not anticipate any such changes in the path for this particular
document, but the boilerplate is required by W3C publication rules.

I am looking at

in particular the boiler plate:
[[
Other documents may supersede this document. A list of current W3C
publications and the latest revision of this technical report can be
found in the W3C technical reports index at http://www.w3.org/TR/.

It is suggested by, say
http://lists.w3.org/Archives/Public/public-owl-wg/2007Nov/0492
that this boiler plate may be relevant in this case; if some other
document (e.g. an XHTML2 WD) were to supercede this doc, it is unclear
how one would find it.
No other aspect of the SOTD clarifies which other documents one should
be tracking to find the latest CURIE specification.
