HTML 4.01 appears inconsistent on what the lack of a media
attribute in a <link rel="stylesheet" ...> element means.
<http://www.w3.org/MarkUp/html4-updates/errata> doesn't
mention this yet.

Section 12.3 (Document relationships: the LINK element)
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/links.html#edef-LINK>
says that the media attribute is defined elsewhere, and points
into section 14.2.3 (Header style information: the STYLE element)
<http://www.w3.org/TR/1999/REC-html401-19991224/present/styles.html#adef-media>
which reads:

#  media = media-descriptors [CI]
#          This attribute specifies the intended destination
#          medium for style information. It may be a single media
#          descriptor or a comma-separated list. The default
#          value for this attribute is "screen".

However, in section 14.4.1 (Media-dependent cascades)
<http://www.w3.org/TR/1999/REC-html401-19991224/present/styles.html#h-14.4.1>
the example includes this stylesheet reference:

# <LINK rel="stylesheet" href="techreport.css" type="text/css">

And the text says about it:

# The "techreport" stylesheet applies to all media.

If the default value of the media attribute is "screen", then the
stylesheet should apply to screen media only.
