http://www.w3.org/TR/html401/references.html#ref-RFC1766 says "RFC1766 is expected to be updated by http://www.ietf.org/internet-drafts/draft-alvestrand-lang-tags-v2-00.txt currently a work in progress." The link is dead; going through the directory will find http://www.ietf.org/internet-drafts/draft-alvestrand-lang-tag-v2-05.txt which seems to say it has been released in January 2001 as http://www.ietf.org/rfc/rfc3066.txt obsoleting RFC1766.
