Both. In the section one I showed the situation of now.
In the section two I showed what we should need in addition.

Yes, because some modules are nice to have, but if we don't want
to grow up to a large site for example, we never would need them.
Because it is sometimes more work to setup and maintain them as you get
back in the usage.

The modules have to be downloaded from the drupal site and then put into
the right modules directory.
Therefore you need access to the the filesystem.
If the module files are in the right place, the can be configured from
within the admin gui of drupal.
But there are some modules which need also binaries like htmltidy for
example.
So root has to install that dependings on the machine first and care about
it's right configuration.

Normally a ftp account helps for only uploading the modules files to the
right place.
But in special cases you need more. But if the people with root access help
in time
for the first step we would never need access to the maschines files via
ftp or scp
or whatever you want.
