It is a hack. That is about as far as understanding goes.
Your observation regarding the HTTP 1.0 and 1.1 specification are right on
target, it is a hack.
You might also want to take look at the discussion in the HTML 4.0
document, but I'll hardly suggest much in the way of satisfaction.
Alas, I can only confirm your relative sanity in trying to deal with this
technology, but lack any constructive suggestions.
