This seems to be browser-dependant. I can reproduce this with
netscape 4.74 with RAM cache (and wonder how many files I have
downloaded but didn't want to). Seems that the 404 Error
wwwoffle sends prevents netscape from caching that page.
Lynx Version 2.8.3dev.9 behaves different and doesn't send
the request again.
