What problems do you have with the installation?  What files have the
wrong permissions?

I don't see how those options would fix the problems with 'make
install'.  Running the 'make install' as the run-uid user might help
(provided that the /var/spool/wwwoffle/directory already exists or
/var/spool is writable by that user).
