I am pretty new to wwwoffle myself but I do this

1. I set the sites I don't want to purge to Monitor on a
regular basis to ensure that they are constantly refreshed.
(Your can do a recursive monitor by doing a recursive fetch
from http://localhost:8080/refresh-options/ and then hitting
the Monitor link.  I find this naming confusing, as a
monitor actually refreshes regularly while a refresh is a 
one-time thing, but if you monitor a refresh you can monitor
a while site up to 5 levels deep).

2. I let my max-size be largeish and my min-free be smallish
so wwwoffle has a lot of space to use for cache

3. I let my age be large (4w) so it doesn't purge so
agressively.  The config docs seem to indicate that age=-1
will not ever purge, so you could probably do something like
<http://www.thisdomain.com/basic/url/*> age = -1

Maybe the wwwoffle veterans can confirm or deny?
