What does WWWOFFLE say when you request a page and you are offline.
It must produce either the cached page or an internal message. You
say that there is no cached page, the WWWOFFLE message should tell you
what has happened.
The 'dont-request=yes' option in the configuration file section that
you show above would seem like it is not the option that you should
have enabled.
