URLs will only appear in WWWOFFLE's lasttime index if they were
fetched this time.

This might be slightly different from being changed since the server
may say that the page is new while the content is different.

There is no way round this unfortunately since a web page may be
dynamically generated and change advert banners, but the "interesting"
content remains unchanged.  This will mean that comparing the old and
new HTML will show differences even though as far as you would be
interested there is no change.
