The original purpose of WWWOFFLE was to cache all pages when online so
that they can be viewed when offline.  Unless you have particular
problems with WWWOFFLE I would suggest using it all of the time.

If it is something that you want a keyboard shortcut for then it
really needs to be a browser thing and not a proxy thing.

Your best option is to use a browser like Galeon where the option to
enable and disable the proxy is only a few key presses away.  Since
the program uses Gnome menus you can define a shortcut for the option
by selecting it with the mouse and pressing the keyboard shortcut you
want.  You can quickly define two keys to enable and disable the proxy
this way.
