Are you sure that WWWOFFLE thinks that it is offline? It sounds like
it is online. The log file section that you sent also seems to show
that it is online. What does 'wwwoffle -status' say?
The other option is that it really is offline and that there are error
messages cached. This would sound like it is the problem that is
described in question 3.2 of the FAQ "Why can't WWWOFFLE find a host
when the browser without it can?".
