this has been discussed some months ago,
my understanding from that discussion is that it doesn't work like that
right now is because the monitored items are simply added to the
outgoing queue which is then worked off in the order the filesystem
returns the directory listing (this order is filesystem dependant)
changing this would be more then adding a config option i fear...
my solution to this was to move the outgoing queue out of the way before
fetching, then add it again after the monitored items where in the queue.
ie. i simply rewrote the queue every time.
to do this i actually stopped using the mnonitor feature as that did not
allow me to send cookies which i needed to get my personalized pages
from slashdot, etc.
