I have just checked the code and it seems I was wrong.  The purging of
the outgoing directory will only delete temporary files (tmp.*) and
not a U* file without the matching O* file.

I don't have any such files and since the purge is not removing them I
don't know where they come from.

I can see that you might get an O* file without a U*, but not the
other way round.  Perhaps it is some permissions problem if you have
manually modified the files in this directory?

I have made some changes that should help with this problem.
