This message will be the error message that was written into the cache
when the page was requested last time. It is not possible for this
message to come from the request that you have made, only from the
previous request.
Your other e-mail said that you were using version 2.7a of WWWOFFLE.
This is quite old now and you should upgrade to version 2.8a if you
can. I can't be sure that this will fix the problem, but if you still
have the problem then it will be a lot easier to track if you are
using the latest version.

If you are doing this when you are online then the contents of the
OnlineOptions section of the configuration file will be the important
ones.

It is a browser feature what happens when pressing the refresh button.
Normally the choices are between fetching a new page by forcing the
proxy to get a new page or just asking the proxy for a new page which
allows the proxy to decide to use the cache one or not.
Try using the right mouse button on the refresh button. In the
version of Galeon that I have you get both options.

I don't see how a slow modem connection could make the difference.
