Don't know about (static) network connection to the internet, but for a ppp link, on debian, there's a 'run-parts' like script in /etc/ppp/ip-up/1wwwoffle (and 1wwwoffle.subpart_) which does care of these things. Also in ip-down, of course. For static networking i'd expect it in the init.d runlevel or in /etc/network. I'd say it's up to your distro's package maintainer o organize such things. If you did a 'raw' install, you might have to do get some scripts in the right place yourself, though.
