If I route the URL direct to the Internet Gateway, which is a separate computer system, webmail (not IMAP) works fine.

Are you sure that this is a WWWOFFLE problem? It could be that there is a problem with one of the other proxies in the chain. I don't know of a reason that you would be getting timeouts with only these sites.
