Setting the first option will not cause problems for WWWOFFLE. On the
other hand I don't think that you are likely to get any benefits from
setting it.
The second one is totally personal choice. By default WWWOFFLE won't
cache local servers (listed in the LocalNet section of the config
file) so it won't make a difference to what gets cached. Probably
enabling it will make things a bit faster.
