So A. Careful User could set
Https_Get{ #or_whatever_is_the_best_name
https://bugzilla.mozilla.org/* }

And as my machine has only one user, me, I'll turn it on for
https://*.*/*

Wait, perhaps a Https_DontGet{} is better, with *.*/* being the
default.  Hmmm, or a empty default Https_Get, with a note that it is
also affected by DontGet... or make them independent.
