The file must exist or it would not have tried to read it.  Have you
checked the permissions on the file that it is trying to read?  The
files in /var/spool/wwwoffle/certificates should all be readable and
writable by the user that WWWOFFLE is running as (uid 13 and gid 13 in
this case).

I don't think that I have seen this error message before.  The "Base64
decoding error" part of the error message comes from the gnutls
library.  It is not an error message that WWWOFFLE generates itself.
