the gpl does not place any restrictions on how you use programs, only on how
you distribute them.

using wwwoffle with openssl is always ok, distributing wwwoffle linked
against openssl is only ok, if it is distributed without openssl for use
on a system that already has openssl.
linking wwwoffle against openssl and distributing them together is never
ok.

that means, seperately downloading wwwoffle linked against openssl is
ok, but having it included in gnu/linux distributions in this form is not.
