It seems like the ticket is mainly about the panic:

$ ghc -package wx Hello.hs -o bin
Binary: Int64 truncated to fit in 32 bit Int
ghc: panic! (the 'impossible' happened)
  (GHC version 6.10.4 for i386-unknown-linux):
        Prelude.chr: bad argument

Whereas the second issue (which is what interests me) seems unrelated.
