As far as I understand it, WindowsRT ( ARM ) will be a 'closed' OS
delivered only on dedicated hardware with additional software
installations being limited to MS App Store downloads. It is not Windows
8 for ARM processors - and I don't know of any effort to port Perl for
this platform.
Microsoft's own tablet hardware offering- "Surface" will apparently have
an x86 version running Windows 8 Pro. It will probably be a lot more
expensive than the WindowsRT version and appears to be a heavier beast:

That sounds promising, but AFAIK there's no wxPerl / CitrusPerl for
Windows/ARM...
