I see some tickets concerning this in both the CPAN distribution, and against the Perl core. I'd like to fix this as soon as possible, and am looking for someone to consult with about the best way forward

I am working on the Perl core. There were a number of bug fixes made in
Perl v5.20 to improve locale handling. It turns out that these expose
some conflicts that were previously hidden in regards to operation with
wxWidgets 2.9.0 and above.
