Yeah, the xinitrc script does the following:

   if [ -x /usr/bin/cpp ] ; then
       xrdb -merge $sysresources
   else
       xrdb -nocpp -merge $sysresources
   fi

It might be worth investigating the inclusion of tradcpp for this instead of 
relying on Xcode.  Could you pleaes file a bug report:
