I think that what you're after is the opposite of what the X server tries to accomplish, at least in absence of a properly set up Xorg.conf file. And I have no idea if support for those files has been preserved in XQuartz.
You might want to look at alternative window servers; under X11 it's them that determine where windows are placed. If memory serves me well a basic window server will only handle a single X11 screen and needs Xinerama when multiple screens are present and have to be handled. At least that's what I recall from back in the day when I hacked my personal copy of ctwm. This does suppose that the X server exposes your different displays as different screens, which XQuartz currently doesn't do on my own multi-head system according to xdpyinfo. Then again I don't have "displays have different spaces" so it makes sense to consider my desktop as a single screen.
